HR JOB SCOPE    

  • To assist and support the line managers/departmental head deal with day-to-day people management issues to achieve high standards of performance & provide value-added advice & services of HR. 
  • The job scope covers resourcing, development and rewards for the employees in the assigned function.   

ADMIN JOB SCOPE

  • Plans & implements administrative and office procedures and effectively manages day-to-day administration functions. 

Authorities/Discretions/Delegations  

  • Finance  - Monitor budget and exercise adequent control over actual expense . 
  • Recruitment - Participate actively in interviewing of candidates and selection process   
  • Administrative  -  Approve daily operational admin matters for site/project  
  • Delegation of Work  - All work related to planning and development of HR and employee-related matters   

Key Responsibilities/Duties  

HR FUNCTIONS  

  • Liaison person for departmental head.   
  • Coordination of  staff movement.   
  • Conduct interview & recommend suitable candidates. 
  • Execute Performance Appraisal Exercise.   
  • Assure that the staffing requirements are met in a timely manner.   
  • Counsel & advise staff on welfare, career aspirations and personal development plans.     
  • Provide effective communication in implementation of any new projects/ policies & procedures.
  • Analyse the staff exist interview. 
  • Medical and H&S administration for workers level.  
  • Leave Administration (Annual Leave, Home Leave, Sick Leave) for workers level.    

ADMIN FUNCTIONS   

  • Supervise and coordinate the maintenance & housekeeping of office areas, furniture and equipment.
  • Timely monitoring and efficient control system of office telecommunications.    
  • Proper control of asset assignment for the employees.     
  • Monitor and ensure proper catering services for the site office.    
  • Expatriate Management.   
  • Insurance administration.    
  • Monitor and cost control of motor vehicle assignment as well as maintenance expenses.   
  • Assign & oversee the employees accommodation. 
  • Overall monitoring of quality records keeping compliance with ISO requirements.  

Functional Relationships 

Internal             :           All Employees     

External            :           Interacts with external parties such as labour office, industrial relations department, other government departments, employment agencies and unions.

Person Specifications

Qualifications   :           Relevant Degree (HRM, Sociology, Business Admin., Psychology or its equivalent)   

Experience       :           8 - 10 years of working experience, at least 5 of which is directly relevant.   

Specific skills/abilities   :    Effective communication skills, strong interpersonal skills, experienced personnel administrator.  

Personal qualities   :    Good leadership qualities, able to work independently, maturity, integrity, a team player with strong people orientation, professionalism.
